Funds DoD-wide transition to NIST-approved post-quantum cryptography (CRYSTALS-Kyber, CRYSTALS-Dilithium). Requires hardware encryption solutions to be quantum-resistant by FY2028. Network encryption vendors with quantum-resistant capabilities (Senetas QKE, Thales Luna HSM) are priority. Common Criteria EAL4+ and DoDIN APL listing required for hardware.
