Capabilities · Capture Intelligence

See the work before SAM.gov publishes it.

The contracts that get won are won 8-12 weeks before the RFP drops. Bridger Capture Intelligence indexes the appropriations actions, NDAA marks, agency briefings, and pre-solicitation signals that determine who's positioned when the solicitation actually appears.

§01

Appropriations stream.

Every defense + civilian appropriations action from the 118th & 119th Congress, ranked by your NAICS, tech areas, and target agencies. Status timeline from introduced → committee → floor → conference → enacted.
§02

USAspending obligations layer.

Real Treasury Account Symbol obligations against enacted appropriations, threshold $5M+, refreshed twice daily. The follow-on contract pattern is visible weeks before the next solicitation posts.
§03

Committee markup calendar.

House and Senate Approps committee markup schedule for the next 45 days, with add-to-calendar deep links per markup. Know what’s about to move before it moves.
How it works

Under the hood.

Three live ingest pipelines write to a single AppropriationsItem store: Congress.gov auto-discovery (80-150 bills per cycle), USAspending obligations (top 100 awards > $5M in past 14 days), and House/Senate Approps committee meeting feeds (next 45 days). Refreshed at 06:00 + 14:00 ET daily.

The relevance engine scores every row against your CompanyProfile: NAICS overlap (up to +35), tech-area overlap (+25), target agency match (+15), AUKUS / allied-tech keyword bonus (+10 if you’re international), status weight (+10 enacted), recency (+5). Hard floor: profiles with no overlap score 0 (no false positives).

Per-row drilldown surfaces a legislative pipeline visualisation (or obligation/markup detail per source kind), coverage tags, activity ties to opportunities & signals & lobbyist briefings, and structured action pills that link into /opportunities, /teaming, /lobbyists, /competitors, or /profile with the right filters already applied.

Who benefits most

Who this is for.

Allied tech firms entering US federal procurement. The structural disadvantage of being outside the Beltway is largely an information asymmetry problem; Capture Intelligence dissolves it.

Mid-tier US contractors tracking which programs are actually moving across DoD/DARPA/DIU and the civilian side. The status pipeline visualisation makes stage-aware capture planning explicit.

Cross-functional capture teams that need a single source of truth for “what should we be working on this week?” — the appropriations relevance ranking is the editorial answer.
