All federal agencies for large-scale IT integration. Often used for $50M+ task orders.

• Unrestricted, no set-aside pools

  Alliant 3 is open competition at the IDIQ level — there is no small-business pool. Task orders may include set-aside structures but the prime contract pool is full-and-open.

• Single-scope award

  Unlike OASIS+'s domain pools or CIO-SP4's task areas, Alliant 3 is a single IT-services scope. Vendors qualify once; all task orders flow into the same pool.

• Large task-order tilt

  Alliant 2 averaged ~$50M task orders. Alliant 3 expected to skew higher. Vendors with sub-$10M past performance often struggle to score competitively here.

• Tier-1 prime expectation

  Award profile favors major IT integrators (Leidos, GDIT, Booz, etc.). New entrants typically team with an Alliant 3 prime rather than holding the contract directly.
