Customer base.

All federal agencies for IT services — application development, infrastructure, cybersecurity, systems engineering.

What's structurally distinctive about CIO-SP4.

  • Ten task areas

    From IT services through cybersecurity, AI/ML, cloud, and digital media. Vendors qualify per task area; pricing and past performance are evaluated independently per area.

  • Three groups

    Unrestricted, Small Business (set-aside), and HUBZone. The Small Business group is the larger of the set-aside pools by award volume.

  • Health-aware

    NIH administration means HHS-component task orders flow naturally onto CIO-SP4. VA + civilian agencies also use heavily, but the health-IT signal in the past-performance scoring is real.

  • Protest history

    The CIO-SP4 award process was extensively litigated, which is partly why awards are still working through. Task-order volume picking up as award protests resolve.
