Every federal agency uses some combination of these to issue task orders against pre-competed pools of awardees.

• BPA — single-agency arrangement

  Blanket Purchase Agreements are agency-specific pre-competed pools. Often ride on top of a GSA Schedule (the BPA pool is a subset of the schedule with negotiated terms).

• IDIQ — multiple-award structure

  Indefinite Delivery Indefinite Quantity vehicles award to a pool of vendors. Task orders compete within the pool. Minimum/maximum order quantities scope the relationship.

• GWAC — government-wide acquisition

  GWAC designation makes a vehicle usable by any federal agency without needing inter-agency assistance agreements. The Best-in-Class status correlates with GWAC designation for many vehicles.

• On-ramp dynamics

  Most multi-award IDIQs/GWACs include on-ramp clauses for new awardees periodically. Missing the initial competition is recoverable; staying off the vehicle indefinitely is not.
