Customer base.

All federal agencies for non-IT professional services — management consulting, engineering, scientific, financial, environmental.

§02 · Key features

What's structurally distinctive about OASIS+.

  • Six domain pools

    Management Advisory, R&D, Technical Engineering, Logistics, Intelligence, and Environmental. Vendors qualify per domain — being on OASIS+ in Management Advisory does NOT cover R&D task orders.

  • Three socio-economic tiers

    Unrestricted, Small Business, and Small Business set-aside pools (8(a), HUBZone, WOSB, SDVOSB). Task orders compete within the appropriate pool by default.

  • Best-in-Class designation

    OMB BIC designation means agencies face soft pressure to use OASIS+ for in-scope work rather than open-market awards. Drives task-order volume.

  • On-ramp pathways

    Periodic on-ramps allow new awardees into pools that missed the initial competition. Vendors not on the initial award should watch GSA's on-ramp calendar.
