• OTA — flexible R&D + prototype contracts

  Other Transaction Authority bypasses FAR. Used heavily by DARPA, DIU, AFWERX. Production OTAs convert prototypes to scaled fielding without re-competition.

• CSO — themed commercial intake

  Commercial Solutions Openings post themed problem statements and accept proposals on a rolling basis. AFWERX SBIR CSO is the most-used commercial-pathway for DoD AI/autonomy.

• BAA — open research solicitations

  Broad Agency Announcements solicit research proposals across an agency's full mission scope. Awards split between FAR (procurement) and OTA (R&D) instruments depending on the work.

• Consortium membership

  Many DoD OTAs flow through consortia (NSTXL, ATI, MTEC, S2MARTS). Joining the relevant consortium unlocks access to the OTA pipeline; non-members are typically locked out.

OTAs and CSOs typically allow allied vendor participation when a US entity exists. BAAs vary.
