• Three-phase structure

  Phase I (~$300K, feasibility, 6-12 months), Phase II (~$2M, prototype, 24 months), Phase III (no ceiling, production, FAR/OTA depending on agency). Phase III sole-source authority is the prize.

• US small-business only

  Must be >50% US-owned, fewer than 500 employees, US-based principal place of business. Allied vendors must establish a US subsidiary that meets the size standard.

• Direct-to-Phase-II (D2P2)

  DoD permits Direct-to-Phase-II for vendors with prior Phase-I-equivalent work. AUKUS-aligned R&D performed in AU/UK can qualify under specific topic carve-outs.

• Topic-by-topic discipline

  SBIR topics open per-agency on different calendars. DoD STTR adds a research-institution partnership requirement. Watching the relevant topic calendar is more valuable than chasing all topics.

SBIR/STTR is restricted to US-incorporated small businesses (>50% US-owned). Allied vendors must establish a US subsidiary that meets the size standard. Worth doing if you're serious about US federal R&D entry.
