Tradewinds OTA

DoD CDAO's commercial AI/ML Other Transaction Authority vehicle. Fastest path to a DoD AI prototype contract.

OTA — accelerated procurement
§01 · Who uses it

Customer base.

DoD components looking to procure commercial AI capabilities. Wide use across services.

§02 · Key features

What's structurally distinctive about Tradewinds.

  • Solutions Marketplace intake

Vendors submit a 5-minute video pitch and capability brief to the Tradewinds Solutions Marketplace. DoD buyers search the marketplace by problem domain and contact vendors directly.

  • Themed problem statements

CDAO publishes themed problem statements monthly across AI/ML domains — computer vision, NLP, decision support, ATR, etc. Vendors with prior submissions get notified when their domain opens.

  • Prototype-to-production OTA

Tradewinds OTAs run as prototype agreements with built-in production options. A successful prototype can convert to a non-competitive production contract — a meaningful advantage vs. typical FAR procurement.

  • Foreign vendor friendly

Unlike most DoD vehicles, Tradewinds OTAs explicitly support allied vendor participation when paired with a US entity. CDAO has cleared multiple AUKUS-pillar vendors via this pathway.

§03 · Allied tech angle

Whether allied vendors can directly hold Tradewinds.

Allied vendors with a US entity can apply directly. Tradewinds is one of the few DoD-side procurement mechanisms allied tech can navigate without a US prime.

§04 · Application path

How to get on Tradewinds.

Apply via Tradewinds Solutions Marketplace at tradewindai.com. Rolling submission, themed problem statements.
